BRANDYWINE RECEIVER SITE

BACKGROUND
The Brandywine Receiver Site (WP-16) is a communication receiving facility located approximately seven miles south-southeast of Andrews AFB in Brandywine, MD, at the end of Air Force Road, to serve the mission of Andrews AFB. It has been in operation since the 1970s. The Receiver Facility is a 1,460-acre site and has been in operation since the 1970's. WP-16 is a former drum storage/waste accumulation point associated with a small building where maintenance of lawn mowers and personal vehicles took place. Oil staining on the gravel and along the southern wall of the building was observed in 1985.
RISK DRIVERS
The Contaminants of Potential Concern (COPCs) identified at this site were volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), pesticides, and metals, however the Preliminary Assessment/Site Investigation (PA/SI) completed in 1996 suggested environmental impacts were minimal. The Expanded Site Investigation (ESI) completed in 2006 confirmed that there is no human or ecological risks associated with any environmental impacts to this site. The Record of Decision (ROD) currently underway indicates that no further remedial action is planned at this site.
Current and future land use will be industrial.
PERFORMANCE-BASED APPROACH
The ESI was managed using the Environmental Protection Agency's (EPA) Triad management approach, which encouragd sampling decisions to be made in the field using pre-determined decision logic criteria. An on-site mobile lab provided real-time data from which the decisions were based. This approach provided a faster and more accurate conceptual site model for less cost than the traditional method of utilizing multiple mobilizations into the field and month-long turn around times at the lab.
CHALLENGES
The Expanded Site Investigation (ESI) determined that no environmental impacts need to be addressed at this site, and therefore, no additional challenges to overcome. The Record of Decision indicating that no action is required at this site will be completed in 2007.
PUBLIC COMMENT PERIOD
Upon release of the Record of Decision (ROD), a 30-day public comment period will allow input from the community to be considered in the environmental restoration process, as determined by the Comprehensive Environmental Response Compensation, and Liability Acyt (CERCLA). This will occur in 2007.
